Track Access & Possession Strategy Owner

My established client based in North Yorkshire are looking for an individual to take ownership of all aspects of access planning and strategic possession planning within their organisation. This role will afford you the opportunity and autonomy to be involved in the strategic development of the plan with effective engagement of other business functions. The ideal candidate will have previous rail experience and have been involved in contract management previously.

Responsibilities

The main responsibilities of the role include;

* Ensure that a track access contract is in place with Network Rail and the companies access rights are managed and protected through that contract

* Oversee the planning and management of engineering access including the flow of information and handover process to timetable, diagramming and roster management colleagues

* Undertake liaison and negotiation with Network Rail, ORR, TOC's/FOC's to achieve strategic business aims to maximise commercial benefits through the timetable planning process

* Provide specialist input into industry wide strategic planning processes, period plan and other applicable meetings

* Lead the Network Change and vehicle change processes

* Lead the negotiation of Engineering Access proposals with Network Rail, evaluating and responding to the proposals in line with industry agreed timescales

* Prepare submissions for the Access Disputes Committee

* Jointly establish reporting and KPI measurement to providing internal visibility of the impact of engineering works.
