Technical Architect

Capita Primary Care Services England (PCSE) is currently undertaking a significant programme of IT enabled business transformation, working with our partners Servitas, Capita Case and Records Solutions, Capita IT Services, Mastek, NHS Digital and Citysprint.
The programme involves implementation of a MS Dynamics based CRM instance which interfaces with numerous third party systems and utilised an array of virtual infrastructure and network solutions.
The transformation work stream is now running at full capacity, designing the transformed solutions and working with the business, planning adoption. The operational IT organisation however is still at the very early stages of development. Future provision of a good level of IT support, having the ability to diagnose and resolve issues and deliver a constant programme of development will be key to the successful delivery of transformation benefits.

Technical Architect Responsibilities Overview
The transformation team and specifically the architecture unit are designing an end to end technical solution to enable business transformation. Presently there is a gap between the highly technical capabilities of the transformation team and the operational IT team. This role is intended to bridge that gap, providing technical expertise within the PCSE IT team.
This role will be responsible for understanding the entire end to end solution across PCSE including all connected third parties and their applications.
This will involve working closely with transformation partners to both understand and input into their proposals. All support implications and requirements of any solutions must be clearly understood including documentation, work instructions, maintenance routines, monitoring and alerting so that these can be taken into support by PCSE IT.
There will be a need to also understand the operational PCSE business, ensuring that technically the solutions are aligned to their working practices, staffing profiles and location plans.
Beyond transformation within the BAU IT support service this role will be responsible for technical innovation. This will include adoption of new technologies or tactical solutions to improve how the business operates. Maintaining a close relationship with the operational teams will be vital to building the trust and confidence that will deliver these benefits.
Technical Architect Specific Responsibilities

  • Provide technical leadership within the PCSE IT function, owning the end to end technical solution post transformation go-live
  • Work with the transformation architecture unit, ensuring that there is a clear understanding of the technical solution within PCSE IT
  • Ensure that all IT solutions being handed over into operations have the necessary technical artefacts produced to enable them to be supported and developed post transformation go live
  • Provide operational technical assurance around all IT solutions
  • Lead on technical incidents, specifically priority 1 scenarios, coordinating all necessary third parties through to successful resolution.
  • Ownership for the cascading knowledge into the service desk and other technical areas within PCSE IT. Responsibility for creation / validation of work instructions for PCSE IT and knowledge base articles.
  • Technical development of service desk and second line support staff, enabling a shift left strategy to be implemented
  • Technical mentoring of staff, enabling career progression
  • Definition of monitoring and alerting strategy for PCSE IT. This may mean working with third parties to approve and implement their particular strategies, or defining a supplemental approach specific to PCSE IT
  • Ongoing development of the technical solutions post transformation go-live
  • Technical innovation within the PCSE account
  • Requirements creation for all technical developments
  • Technical management of any third party suppliers

Technical Architect Essential Experience/Skills

  • Understanding of TOGAF (or similar)
  • Experience working with NHS systems and organisations
  • Experience working with complex programmes of change involving multiple providers
  • Familiar with business process improvement techniques
  • Good technical knowledge - end to end solutions
  • Experience with virtualised environments - server and network
