Resourcing Officer - Recruitment - NHS Public Sector

To provide a comprehensive, efficient and effective administrative recruitment service ensuring compliance with department procedures and safe recruitment processes.

To support the Resourcing Manager in providing a high quality and comprehensive HR Resourcing service for the Trust, covering a range of HR services and medical staffing, including all aspects of recruitment, Electronic Staff Records (ESR), all pre employment processes which include Disclosure and Barring Service (DBS) Checks, Occupational Health (OH), work permits, references, offer letters and contracts to agreed quality standards.


  • To actively contribute to and participate in the development of a modern and comprehensive HR Resourcing function within the Trust that is customer facing.
  • To manage recruitment episodes from end to end within the TRAC in accordance with current policy, legal requirements, and best practice procedure.
  • To assist the Resourcing Manager in ensuring that all recruitment administration is carried out in a timely manner, meeting internal quality standards, relevant national frameworks and legal requirements.
  • To provide advice on recruitment and selection, including interview panels
  • Ensuring compliance with the Trust's recruitment policies and procedures by working with managers to ensure that only candidates with the right skills and abilities are selected for the post and monitor this on an on-going basis.
  • To audit all relevant recruitment documentation ensuring it is accurately completed.
  • Liaising with recruitment agencies on the placing of adverts into specialist publications and any local or overseas recruitment processes.
  • Ensuring Health Jobs (TRAC) is regularly updated and that notes are added to the system appropriately.
  • To ensure all recruitment process and communications take place within the TRAC system
  • Ensuring any other recruitment tracking/monitoring databases are updated regularly and accurately.
  • To manage the administration for the Recruitment and Selection training sessions and support training delivery.
  • Responsible for the content of TRAC and NHS Jobs; this will include ensuring up to date job descriptions, person specification and adverts are used.
  • To provide basic, preliminary advice, for example, where pre-employment checks are unsatisfactory or the withdrawal of an offer is possible for other reasons, taking advice and referring cases on to the Resourcing Manager and/or Employee Relations, as appropriate.
  • Entering data that is inputted accurately and in a timely manner on the recruitment database/s.
  • Work closely with the Recruiting managers to ensure assessment centres and competency testing is carried out effectively and efficiently.
  • Participate in the effective auditing of recruiting documentation as and when required by the Resourcing Manager.
  • Ensure that new employees are booked onto the induction programme and act as point of contact for applicants prior to commencement of employment.
  • To support the Resourcing Coordinator in the delivery of their work priorities
  • To assist the HR Operational and BP teams in administering the redeployment process, by being a point of contact for 'at risk' employees with regard to informing of vacancies, ensuring that they receive copies of relevant internal vacancy bulletins.
  • To identify potential suitable alternative employment opportunities by liaising with the Advisory Team and Recruiting Managers.
  • To maintain the 'Alerts' notification database and ensuring it is incorporated into the recruitment processes on a daily basis.
  • To facilitate the use of the National Care Record Services (NCRS) interface between
  • ESR and User Identity Manager (UIM) and ensure all relevant integrated HR and Registration Authority (RA) processes are being adhered to; this includes populating the relevant fields within ESR.

HR and Payroll Administration

  • To assist the Resourcing Manager in ensuring all HR/payroll administration (including new starter correspondence pre-employment checks, DBS checks, offer letters and contracts) are carried out efficiently and accurately and in a timely manner and that the employees' experience of the service is positive.
  • To ensure that all resourcing administration is carried out in a timely manner meeting internal quality standards and legal requirements by effective supervision of the Resourcing Coordinator.
  • To participate in opportunities to widen experience and knowledge by undertaking work in the HR Operational and Business Partnering teams, such as hearing administration and note-taking with appropriate guidance from the relevant HR Operational representative.
  • Provide advice and guidance to managers and staff on basic terms and conditions queries for potential recruits to the trust.


  • To provide occupational health with twice weekly candidate report
  • Respond to applicant queries professionally and proactively.
  • Liaise and develop relationships with the 'customer' and external agencies i.e. DBS, NMC, Partner Universities.
  • Maintain a flexible attitude towards duties and responsibilities, to ensure the efficient working of the team.
  • To support the Resourcing Manager in the delivery of Mass Recruitment Campaigns and small projects
  • To support the reporting cycle within the department by responding to data requests in a timely manner.
  • To suggest innovative ways of improving efficiency and meeting corporate objectives.
  • To undertake any other duties commensurate with Band and status.
