Program Manager required by our leading client in Aldershot to create a Portfolio Management Office (PMO) to provide a program management function to support the creation and operation of a Governance body that operates across the client to develop and manage its Enterprise Reference Framework (ERF).

The ideal candidate will have previous experience overseeing the setup of a new PMO, with a strong appreciate of current technologies, a previous background in Business Systems Architecture would be good, or a solid understanding of technical complexity
This role will involve some travel to Geneva.

The ERF refers to all critical business processes, practices & professions required initially to deliver the clients core function of; 'Sell' solutions and services, 'Deliver' initiatives and projects, and 'Operate' customer accounts including operational support and change management. That in time will extended to address the whole of their Business Operation.
In addition, this program is intended to move the company from a reactive to a progressive position; one with greater discipline around operating and execution standards and processes. Using it for example to increase customer satisfaction, by focusing on getting the basics right. This includes better articulation of client's needs and requirements as well as improved project delivery that is on time and on cost.
The role of Program Manager and the creation Portfolio Management Office (PMO) is therefore a critical element towards improved transformation management and realization of its transformation objectives.

Program Manager Role & Responsibilities
The Program Manager must be sufficiently experienced to be able to identify issues and gaps within the ERF and the suite of improvement/transformation projects being enacted and working with senior and multiple stakeholders to resolve. They should be qualified in disciplines such as PMP, Prince, MSP, as well as an advanced appreciation of primary software applications, business processes and underlying technologies.

  1. Governance support: Provision of reliable and well-edited data to support governance and decision-making boards
  2. Strategic project management: Alignment to company strategy by the classification, selection and prioritization of projects, including valuing pipeline on a periodic basis
  3. Project portfolio roadmap: Control at the multi-project level, i.e. of a variety of projects, and control of the dependencies affecting resources, budgets etc.
  4. Methods and processes: Establishment of Portfolio Management Framework including the definition and application of standards, guidelines and associated assessment toolkits for project initiation and execution
  5. Risk management: Baseline and impact assess projects against the target EA model, managing and resolving enterprise-level conflicts and risks where necessary
  6. Training and coaching: Training and supporting project managers and those involved in the processes
  7. Customer engagement Initiatives: Support and guide the direction and execution of large-scale customer transitions into the Horizon portfolio

Expected Outcomes

  1. Better Project Governance and Control: implementing governance standards across the portfolio, including tracking, monitoring and updating the status of project goals and objectives
  2. Improved Planning, Reporting and Control
    1. Guiding project prioritization in line with the corporate objectives to reserve the greatest share of the budget for the most important projects
    2. Providing information on the pipeline / roadmap to control the provision of budgets in the medium and long term
  3. Business Benefits Tracking: Manage the portfolio-level benefits register, ensuring that all benefits are planned, monitored and benefits realisation is tracked
