Lead Applications Developer

Role Summary

  • Lead and deliver complex development projects across a variety of products and technologies.
  • Investigate technology and development tools, strategies and methodologies to lead on the delivery of digital transformation and automation.
  • Ensure IT Services are able to deliver development projects seamlessly, and investigate and adopt new technologies as well as building on existing automation.
  • Manage the successful delivery of game changing development projects to ensure we deliver excellence to our students and staff across core University requirements in teaching, research, regional, civic as well as the traditional IT development role.
  • Work across the department and wider university to help deliver a culture of continuous improvement.

Principal Accountabilities

  • Develop and manage the delivery of multiple complex simultaneous system development projects from design through to release. Capable of understanding and contributing to the technical solution from design through to code level.
  • Devise business cases and justification for capital and revenue spend. Develop and maintain technology roadmaps in line with the University's corporate ambitions and ensure changes in architecture are reviewed and accepted across the IT Services department.
  • Provide technical knowledge and insight to peers and colleagues.
  • Responsible for the planning, co-ordination and leading activities across the full delivery lifecycle, ensuring the team's approach to testing is fit for purpose. Implement a robust development standard, using best practices.
  • Ensure in-house developments are designed and developed to support the increasing need for disaster recovery and improved business continuity. Ensure all systems managed by the team have clear recovery priorities and well documented, proven recovery plans.
  • Undertake sector horizon scanning, reviewing development tools, processes and procedures, benchmarking the service against the sector to ensure the service is future focussed. Learn, review, use and test new technologies, implementing new development solutions as appropriate.
  • Define and embed the longer-term Portal and Applications Development roadmap and strategy, ensuring plans for continuous improvement.
  • Ensure all Portal technologies and Application Developments are actively managed to fully exploit the assets and features available. Ensure that automation is a key aspect to provide efficiency and change agility within the department, ultimately to deliver an excellent customer experience.
  • Ensure developments are managed in a secure manner and meet all necessary compliance and regulatory requirements. Risks of exposure to be minimised through embedded use of security.
  • Support Corporate and Academic Systems in managing project and operational issues and risks to ensure delivery and services are not compromised, with sensible and innovative alternatives being found and agreed upon.
  • Accountable for development and documentation of all the key policies, procedures and standards relating to key operations within the Portal and Applications Development team.
  • Manage strategic relationships with key stakeholders/customers within the University; suppliers and other external organisations, both within and outside the Higher Education sector, promoting the University.
  • Support the Senior Management and Leadership teams within IT Services in developing and enhancing customer service with key stakeholders/customers within the University, managing and maintaining the profile of IT Services.
  • Support the management of relationships with new and existing suppliers to ensure the university attains the best value for money and ongoing improvement from its contractual terms. Ensure that poor supplier performance is followed up and escalated through strong account management relationships.
  • Support clear, effective and timely communication as appropriate from the IT Services Department to its internal and external stakeholders.

Person Specification
Essential Criteria

  • Degree in Computing, or significant relevant equivalent experience.
  • Professional and /or technical qualifications, e.g. PRINCE 2 / ITIL or substantial, applied equivalent experience.


  • Substantial experience of development within a complex organization.
  • Proven experience in leading and managing the delivery of system/software development projects in a structured environment.
  • Experience in learning new development tools as necessary.
  • Experience of SQL, PHP CSS Stylesheets, HTML, Javascript.
  • Experience of developing using Portal technologies and ERP systems e.g. Oracle, PeopleSoft.
  • Demonstrable experience of mentoring multi-disciplinary technical staff.
  • Experience of building open and transparent relations with colleagues and establishing credibility as a trusted expert from technical, personal and management perspectives.
  • A desire to remain technically capable and an expert in current technologies.

  • Experience of JSON, ReactJS framework.
  • Experience of Agile Development methodology.
  • Experience in testing frameworks (e.g Jest/Mocha).
  • Experience of Git and version control, Docker/Kubernates.
